A plan to address urban decay and repair the JohannesburgCBD was launched by the city`s mayor, Amos Masondo, on Wednesday.
"_ The area and appearance of a CBD is an important barometer todetermine the king of a city to attract and retain investment,"Masondo said at the introduction of the Inner-City Property Scheme (ICPS).
